.sap and .ay playback support

It would be cool if VLC could play some chiptunes like .sap and .ay files :) It can play .mod and .xm which is awesome. This DLL what comes with the chiptune player is called "aocoreVC.dll" and might be a codec VLC could consider adding if they want to also have chiptune support ;) Awesome if they do. Thanks.

Added codecs must be licensed under GPL, LGPL or similar license. So taking aocoreVC.dll from some other player isn't an option.

It's freeware, so I'm quite sure it's under the GPL. You can ask the owner if you're allowed to use the .dll for VLC.

My bad. It could be GPL (open source) as well, I'll find out.
