Open media keyboard shortcuts in fullscreen mode?

Is there any particular reason why some keyboard shortcuts, most notably the Open File/Disc/Network/etc keys, don't work in fullscreen?
Can this be implemented in the current or in a future release?
Edit: It seems like all hardcoded shortcuts (i.e. that are not configurable in the Hotkeys section) are disabled in fullscreen mode, regardless of whether the functions themselves are disabled or not. For instance, accessing the Settings/Preferences is not possible in fullscreen mode so that particular shortcut being disabled makes sense, but the Open Media shortcuts are available in fullscreen mode so why disable their shortcuts?
