Donation fund for official DVD, HD-DVD, and Blu-ray Support

Has VideoLAN considered setting up donation funds that would aim towards obtaining licenses, format books, and logos, and verification for DVD/HD-DVD and Blu-ray format support? With the books and licenses, that should open the door for VLC developers to make forward progress in supporting these, technically (thanks to having the full specs at hand) and legally. Do the Non-Disclosure Agreements with the DVD FLLC and the BDA Licensing Office stop their specifications from being used for implementation work in open source software such as the VideoLAN Client Media Player?

I understand that these licenses and books are expensive, especially if the process has to include verification, but it's possible the community is just that eager to have support for these formats.

Those licenses are not compatible with open source.

VLC 1.0.0 plays many stuffs from Blu-Ray, and most codecs are read.
What is missing is some subtitles formats, and decryption.

I am thinking this is impossible to pull off.
