Use control panel for file assocation

I figured it would help if file associations on vista and windows 7 were done through control panel like it is in foobar. It would help with less messing with the registry and the file associations would take affect immediately instead of after an explorer restart.

If I knew NSIS and Windows a little beyond just a user, I would love to contribute.

A separate exe that would sit in the VLC program folder can be created to better control associations at an instant. Although more detailed

Well the suggestion was to try to make it more simple. and if you did it in NSIS that would only fix it on install and not later on when you want to change things.
