Hey.

would like to say what a wonderfull piece of software VLC is.

I would like to know if there is a way to have picture in picture. I regulary watch 2 live streams at the same time is there a way I can have both streams in one instance of VLC?

Why not two instances of VLC?

With two VLM you can do mosaic.

can you do that mosaic in the current version of VLC?

And I dont get how you enter all that stuff into VLC like the codes?

VLM configuration is in Tools -> VLM configuration. Or you can save the VLM stuff to .vlm file as guide says.
