More mouse over help

Hello,

I would like to ask for more mouse over help. It is mostly on for all preference parts or how to said it but sometimes I have no clue for what that setting is good for even after reading that and It would be nice to have that help even for sections in Option dialog. Like say Marquee part. It is not translated in Czech version and I have no clue what it is supposed to do. And I thing I am not doomie . And it is similar with some other settings.

Command-line options http://wiki.videolan.org/VLC_command-line_help has some info also (English). If you want more help on your own language, you should contact translators and ask them to add some stuff.

Sure translation could help in some cases but Sections has no mouseover info. And my english is good but some help is quite short to give explanation or just repeat the same what I see in dialog. I understand that if I do not understand that feature in advanced settings it is better keep hands off it.

In version I have Version: 0.9.6 (0.9.6-2-ge90f988), there is number of holp ballons missing even in basic preference gialogs at all. On subtitle font is show help for advanced setting because in basic setting you can mot sett hex values. Just tiny issue.

All options under Tools -> Preferences... should have Tooltips. Extended interface is missing tooltips.
