is it possible for an option to allow advance options to be setup right away instead of having to close and open player every time wasting time finding the correct time u were at ?

You are referring to certain option? Or to every possible VLC option?

would be nice for most and when select a certain "X" one that needs restart to get a warning that u have to restart to see the "X" happen
