I think the language list should be populated according to the available languages (in the "locale" folder). This would make the program a little bit more modular.
Another solution can be the selection of the languages to be installed.

I don't need 10 MB of language files, so I remove all the folders in "locale". But VLC still shows the full language list in the Preferences.

Sounds like a good idea (and it would prevent a few bugs we have every now and then when adding a new language).
