Ability to set certain hotkeys as Global Hotkeys

Hi people. Just a minor suggestion.
This is something available in every other media player.
Global means you can use them even if the focus is not on VLC.
Also, please make it so that the Play/Pause, Stop and FF/RW hotkeys work regardless of whether it's running in fullscreen or not.
