Add Jump to Time feature to global hotkeys

I have been using and loving VLC for (mostly legal) transcription for decades. I use the Jump to Time feature to create automated time stamps when I need to add that to a transcript. Interestingly, it works with my automated script, but it doesn't work if I try to do it manually, because the default Ctrl+T shortcut does not always work when your cursor is focused in the VLC window. I'm not sure why that is.

But in any case, I would love to simplify the process by adding the Jump to Time feature as a global hotkey option.

This would also facilitate being able to quickly go to a specific spot in a recording when I am going back to relisten to "rough spots" that I might have tagged as indiscernible or a "best guess."

Normal hotkeys can be configured in the VLC preferences and have immediate effect on the playback.

But Ctrl+T is a GUI hotkey, because it needs to bring up a GUI dialogue. GUI hotkeys cannot be changed and cannot work if the focus is on the video rather than the GUI. As far as I know, this is a limitation of the GUI framework used by VLC rather than VLC itself.
