Why is VLC 3.0.xx one update and VLC 4.0 another?

I noticed that in the NEWS file there are several software changes.
But why can't additional tools from VLC 3.0.18 (3.0.xx) be added in VLC 4.0?
I know that VLC Media Player 4.0 is much more advanced in terms of quality and new compatibility with audio and video formats, new plugins and DLL's updated in the face of the wisdom of VLC.
It would be interesting if some VLC 4.0 tools went all the way to VLC 3.0.18 , 3.0.19 , etc...
Maybe some plugins and DLL's that are in VLC 4.0 can go to versions of VLC 3.0.xx, but just know if you have compatibility for that, because in the software everything is possible. It is difficult and time-consuming, but not impossible for everyone's wisdom.

VLC 4.0 is our development branch, it's quite advanced but hasn't reached beta yet, 3.0 branch is the stable version updates concerns mainly bug and security fixes.

I don't know what tool you are referring to
