VLC on-demand video conversion for Mobile Apps video uploads

I am looking for something similar to AWS Elemental MediaConvert. Does VLC provide this feature? If yes, how can I subscribe and integrate the service into my mobile application that am developing? Thank you

As of today, there is no LibVLC API for sout, so you will need to create a libvlc instance with the sout command line in argv.
