VLC needs a way to correctly sync the framerate between DVD and a 60HZ PC monitor. This lack of exact syncing causes jerkiness/jittering when playing back standard DVD files or the actual disc. Other players have buttery smooth horizontal scrolling, VLC does not.

This wasn't a problem on 1.x of VLC years ago. Today it is. And it seems to have something to do with the codec libraries.
