VLC suggestions:
Mimic some of the controls current in Netflix:
- If VLC is playing a file (controls hidden) then clicking once anywhere on the screen causes a PAUSE and clicking again cause a RESUME.
- Include a skip back 10 seconds (say) and forward 30 seconds (say) control.

Hi, you can try this plugin (untested)

you can customize your control bar (tools > customize interface) there you can add step forward/backwards buttons where you want.
you can set the jump time in tools > preferences > show settings all > interface > hotkey settings (though it will be the same forward and backwards)
