Playing programme and audio-described soundtracks simultanously

Is there a way to play a .ts video file which has both programme audio and AD audio soundtracks, so that both are played simultaneously - maybe with the ability to control the balance between the two.
I've seen various requests in video forums for this feature, for blind or partially-sighted people, so I was surprised that VLC has the ability to play one soundtrack or the other, but not the ability to play both together.
