Maybe have another, tiny program that gets the texts by inter process communication from VLC and that other program's window has to be kept visible near the VLC window, or maybe on a second monitor when VLC is full screen. Option to have different language texts in different windows.

Simple solution:
invoke VLC twice, with the same AV file,
then select Closed Captions 1, in the first VLC window,
and Closed Captions 2 in the 2nd VLC window.
Size both VLC windows and position them on top of each other,
so that you can see both Closed Captions displays at the same time.

What I want to see is a Smaller font, and
more Closed Captions on the screen at one time.
Or, of course, a separate VLC side-window containing
all Closed Captions selected, scrollable, with full copy/paste accessibility.
