Fast Forward faster by skipping to the next keyframe

The ability of fast forward in VLC is impressive. However, is it possible to do frame skipping instead of decoding faster when the fast forward is more than 32x or 64x ?

It is clear that for low FF speeds like 2x , 3x this will not work, since keyframes are available every 1 second at best. But perhaps it can be implemented when reaching the upper limit of VLC like where the user needs more than 32x FF.

Are there any player other than VLC implementing frame skipping?
