I wonder why there is no option to setup keyboard shortcut for ALWAYS ON TOP for video?

Hi. Please add this great function to VLC. I saw that this request is wanted for many years. Why isn't still implemented? It actually sounds extremely useless. If the player is already focused, then it does not need to be on top, and yet the player needs to be focused to process the shortcut.
Besides, it's not something people toggle all that often - they usually enable it, or they don't.
