Playback at faster rate than recorded

I'd like to see an option to play a video file at a faster rate. I do this for my audio files on my phone using Listen Audiobook Player and find a speed increase of 1.7 to work for me. I'd like to do the same with video file where I can select the playback speed in increments of 1/10 second.
