enable/disable filters and presets

The filters such as dynamic range compression are powerful tools that are almost useless in VLC. You need to have:

a) a button on the interface for enabling/disabling filters
b) the ability to store various presets for these filters

To change filter settings it's not practical to have to 1) go into preferences, 2)turn the effect on or off, 3) exit the program and then 4) start your video again. Without usability advanced features are almost useless.

At least on the Mac side the DRC filter can be toggled on/off in the Audio Effects window and presets are coming in a future version. Not sure what the other platforms limitations are.
