"inhibit power management to prevent sleep" security risk.

The "inhibit power management" also works when video is paused.
This means that if I pause a video, even minimize it, - my computer will never lock the screen, or blank it. - security risk.

This feature should be *only* active while playing video.

Tested on Ubuntu 12.04

Similar to http://trac.videolan.org/vlc/ticket/4689 - both are cases where things are applied when VOUT is present as opposed to pause
