How to automate jumping forward.

Hello,

I would like to automate jumping forward through a video and stopping for a fraction of a second between each jump. Pressing a key would stop the process. I would use this to view quiz shows and optionally take a screenshot of each question rather than having to watch the 90% of filler in the show.
