Add VVC(H.266) to VLC

Hello dear developers

Currently, I believe, MPC-BE is the only player that is capable of playing and decoding VVC(H.266) videos

I would like this new codec to be able to be added to VLC 3.0.21 or VLC 3.0.22 and also to VLC 4.0

Because currently this codec already exists in FFmpeg compilations and when visiting the FFmpeg website you may be able to FFmpeg play this video codec

Also if VVC (H.266) is playable in MKV or WebM, such formats can also be added and accepted, not just MP4 itself.

Hi, we also had an OpenVVC decoder for quite some time but it was not 100% finished, and OpenVVC went to low maintenance mode it seems.
