Please add the notchLC Codec

Hi There,

i am a professional Video-Operator for Live-Events. And there is a "new" Codec in town which is very helpful for us, but we cannot preview it. we have to load it into After Effecrts oder in Our Media-Server:
Its called notchLC. Can u implment it?

It's already implemented in ffmpeg and VLC. Maybe the ffmpeg/VLC version is too old. What OS/VLC are you using ?

Could you upload one notchLC videp here: https://streams.videolan.org/upload/ so that I can debug why it doesn't work.
