Screenshot File Name + Time Stamp

It's great when you see an awesome scene in a video and screenshot it, the file is saved with the date format: vlcsnap-2019-02-27-12h00m00s123.png

However, what if you wanted to know exactly where that frame was?

Request: Screenshot with file name and time stamp

Example: My Video-mp4-00-22-05-23.png

Format: filename-extension-hh-mm-ss-frame.png

And no need to save the date taken in the file name as the file properties already show the created date

I did search and found this old post, but I'm not sure I follow and the links it sources are dead:
