New command for Command promt

I developing application for time-shifting subtitles. It's will very simplify the process, if VLC have command promt option like:

vlc.exe movie.avi -timefrom:00:10:15.343

so -timefrom option will start movie.avi at once at 10 min 15 sec 343 millisec.

Also want to thanks for your work, VLC is my favorite player.
