Windows - Allow resizing preference menu item window

Many users of high resolution monitors enable high DPI but the occasional software package hasn't accounted for this so the user interface bugs up. In regards to VLC, the issue is that under the Preferences menu, the menu headings are cut off by the up / down scroll bar if you increase the font size of Windows to "large" (high DPI) in display preferences.

Basically, to counter act this either allow this menu window to dynamically resize as the whole dialogue box is resized or allow this window to resize.

Basically my menu looks like this:
- Advance
-- CPU featu
-- GNU TLS
-- Logging
-- Network
- Audio
-- Filters
-- Output m
-- Speex res
.. and so on
