Frame by Frame reverse
Is there (could we have) a "Previous Frame" function corresponding to "Next Frame"? - or is it there already?

There is not and this is very hard to do.

At least you can try a following extension script:
VLC Extension: Previous frame

Your lua script works like a charm on my avi files (divx codec)
