NIT in output stream

Is VLC able to generate a NIT in the output stream?

I think libdvbpsi is able to generate a NIT ( Network Information Table) and vlc uses this lib. But I think it is not implemented in the module sout, is it? Could someone give me some explanations about the sout module. Maybe I will be able to implement it.
