Vlc with "always on top" and video resize on android

So I found vlc compiled for mobile android while using 2.2,upgraded to 2.3.5 android. Works nicely.
I need always on top and resize so I can make video postage stamp size and position it anywhere on screen so I can read email or surf web while video plays instead of the forced full screen mode on samsung galaxy tab. Any help?

The always on top AFAIK would require some trickery since default Android apps aren't allowed to run top of each other by default. Widget might be the way to go.

Yes I was thinking about a video widget yesterday with custom pixel sizes for the homescreen with sound in the background while browsing the net or email. Meridian allows playing video as audio backgrounded to the notification bar but you can't just close gmail or browser to view the video itself during the exciting parts you actually want to see. Or go back to browsing since it's only playing the audio of the movie.

Even a way to put video in the pulldown menu of the notification bar would be nice while always playing audio in background.

ok two players on play store have this feature now. mobo player and super video floater popup. perhaps you can cajole developers to enhance vlc.
