Live anamorphic resizing on drag for Windows

I'm sure this has been requested a dozen times before but: as I understand it, the OS X version of VLC Media Player permits you to change the display aspect ratio of a video just by dragging the corner of the frame (as does the Quicktime player, I think). As far as I can tell, this critical feature still does not exist for Windows.

I'm aware that the very idea of imprecisely altering the aspect ratio is anathema to some people, so this would have to be an option -- perhaps shift-drag, or option-drag would do this. And I'm aware that playing the video live during the actual drag might be challenging; the screen could just go black during the resize. But I REALLY want this feature, because I'm one of the many people that believes in adjusting the aspect ratio empirically, based on what I see onscreen -- I don't care what the encoder encoded, or even what the director intended....
