Full screen opacity in windows?

I had a pc several years back in which I put an ATI All-In-Wonder TV Tuner card, and it had a setting which would make the screen approx. 50% opacity and watch the tv/videos while navigating through Windows. I would VERY much like to have this feature. Thanks!

Tools -> Preferences... (Show settings: All) Interface -> Main Interfaces -> Qt, there should two options (one for window and another for fullscreen controller).

Cool, this is exactly what I want, but I only see 1 option for window mode - no options for full screen mode. (I had to restart VLC for the changes to take effect).

Also, is there an option for "Always on top"? Otherwise, it defeats the purpose of the opacity - to watch while you work.

Okay, so I found out how to do Always on Top (Video > Always on Top), but if I switch to another window, any mouse click come back to VLC. Any solution for this?

Also, can I make it so VLC is only semi-transparent when another window has focus, and not transparent when VLC window has focus? This would be ideal (because otherwise I have to continually switch between opacity and no opacity when I want to watch the video, and then restart VLC - which is inconvenient). - Although, I did notice if I make the video in full screen, it has no opacity, which I think is fine.

So I guess my only concern is to make it so I can use the mouse in other windows without returning to the VLC window.

You can disable mouse clicks over the video, if that is what you want.
Tools -> Preferences... (Show settings: All) Video and key and mouse event handling at vout level

What do I set it to? I can seem to get it to work (Full support, fullscreen-only, or none). All seem to click back to VLC.

You are right. Someone reported that the feature isn't supported in Windows builds.
