Here are just some examples of when this feature would be very useful:
- inspect a scene in slow motion
- zone in exactly on the frame you want to take a screenshot of
- workaround VLC's problem of taking about 1 second before pausing, after the pause key has been set (at least on DVD ISO images)
- compare video quality on different encodings of the same video, frame by frame
