How does VLC do sound volume beyond 100%?

Is there anyway to do that outside of VLC? When I use headphones, the volume isn't loud enough in other applications like games.

Does VLC just crank up the treble? If its not that I have no clue.

It uses software algorithms to amplify the volume above its original loudness, but this sometimes also leads to sound distortion.
Each application has its own sound volume control, so if you cranked up the volume in one application and Windows' sound output levels are also at 100%, there is no easy way to increase the volume beyond that.
