recommend a video capture card

hello, I'm planning to use VLC to stream my satellite TV over home network via S-Video input in Windows PC. Does anyone have any good experience with using those cheap $50 video capture card? I don't mind few seconds lag, as long as the video is smooth and audio is in sync.
