Where do you find good Delphi short term contractors with VLC experience. I have approxiamtely a months work for someone with these qualities and perhaps some PHP / Web design?

You may want to mail videolan -at-- videolan.org about this. All major contributors to VLC are subscribed to that non-public mailing-lists. Offers like this one usually get moderated so everyone would be aware about it.

I kind of doubt that there's much Delphi competence in the team, but I may be wrong here
