Upscaling videos (making them larger) is a complicated thing. It does rarely look good, you'd need really good algorithms to produce a decent result. VLC's algorithms are not thaaaat superb but if you want to upscale your videos with them use the streaming and transcoding feature of VLC (accessible in the file menu or via Ctrl+R).
Then after you've hit convert a box opens up where you can choose your conversion profile. Choose the video & audio format that suits your needs best and then edit that profile and choose your target resolution. VLC will then produce an upscaled video, which will look about as good or worse if you'd just played the low res source material directly on a big screen.
It's not a procedure which I'd recommend. Video information once lost, as when downscaling a video, cannot be recovered. The maximum a program can do is interpolate the available information and the results may vary drasticly.
