What card should I use to send video output to a TV?

I understand that the video card industry has undergone a fundamental shift. Companies like Pinnacle decided that CPUs are so capable these days, there is no need for hardware and are refocusing the company to software solutions.

Two questions:

(1) Even with the fastest CPUs, we still need physical connectors, don't we? I don't suppose there are S-Video (or RCA jacks) to USB adaptors?

(2) Let's say my computer is not that fast (3-4 years old). What kind of video card should I buy?

I have a Pinnacle DV500, but have lost hope to use it with VLC Media Player. I am looking preferably for an output-only card, as my application is to redirect the VLC video to a TV.

Why don't you just connect your S-Video to your TV?
