Have you extracted the files, and extractled them properly? If not, download e.g.
7-Zip and open the first part of the *.rar archive, ensuring that all the parts are complete and are in the same folder.
Otherwise press "Ctrl+I" and click on the "Advanced information" tab when playing the video to see what audio codec is being used.

If you installed it then yes, it can be used whenever (not sure what you mean?). If you go to "Tools >> Options..." then you can associate it with different file formats. Also, if you click on the "Plugins" tab in Options and click on the "Options..." button then you can customise the context menus (when you right-click on a file) for supported formats.

Hi Arite,
Sorry I guess what I was asking if 7zip is a ram hogg however its not important. But I so have another problem which my 3g2 file video plays on Vlc but no sound. I dont think 7zip will do the job?
Thanks!

As far as I know 7-Zip only runs when it is executed - no background processes (so shouldn't affect RAM unless you are using it).

- No, as j-b said you would need to compile VLC with AMR audio support since VLC doesn't have it by default (licensing issues).

Assuming you are using Windows, not particulary easily (Linux would be much easier). You can compile from source using Cygwin or MinGW.
For more information:
http://wiki.videolan.org/Win32Compile
And when you run the configure would would need the e.g. "--enable-amr" flag (not sure if that exists though).
