Desktop Grid Alignment / Program?

I've been working on many projects that involve aligning windows/icons to a specific position on a desktop, the problem is that I have to create and switch to a wallpaper-like grid of 16 columns and rows to fit evenly within a 1280x1024 desktop resolution, align the window(s) and then switch back to my previous wallpaper. Is there a program that can do this for me?
I need something that will display a grid over the desktop via hotkey so that I can toggle it on and off. It would be nice to if it has the option to change the number of columns and rows. Any ideas?
