video jumping problem on IPod

I use MP4 converter that programming by myself to convert mpeg stream from my compoany's MPEG encoder. It can play on quicktime player correctly and jumping problem would not be happened on quicktime player. But I still use this file on IPod, the jumping problem will happen.

Actually, if the mp4 stream only include I frame, jumping problem will not be happened on IPod. This jumping problem seems to be happened that mp4 stream which include both of I and P frame.
Why it just happen on IPod?
Has someone met this problem or know why did it only happen on IPod?Could you please give me some suggestions to slove this problem?

ps:
1. Jumping problem like the video pauses then it jumps to another place.
2. MP4 stream for testing don't include audio data because it make the experiment becomes more simply.

I don't know? I don't drink Coffee any more, anyone for a spot of tea? It is a valid question and is not necessarily VLC related. If I had a guess as to the answer it may be bitrate related.

Also considering that audio is not present there is no sync and video will generally run at best speed, which very well may not be right.

Is it the only video your converted that jumps on iPod? I mean if other converted video has the same problem, and if other video (original and not converted) has the same problem? If all video including converted and original has the same problem, I think you should go the support center with your iPod. If only converted video has this problem, I think you may switch to another MP4 Converter and I suggest this one.
