Finding partial duplicate videos without AI

Is there any application how to find partially duplicate videos from archives with 20 - 300 video clips?
Scenario 1. Finding a content by photo.
I have one video clip which I know has been used in as part in other bigger video files.
Now when I take a screenhot of content I wish to find (like someone's face with certain background), is there any application which searches video file folder for a video, where is present same screenshot?
Scenario 2. Comparing videos partially.
Many videos have been edited and added text screens into beginning. Therefore videos can't be compared directly, as search result likely has some extra frames of text in the beginning.
Is there any AI external solutions for Windows desktop computer?
