Is this mean ver3.0.0 tend to be stable and will soon release?

VLC 3.0.0 is actually on RC2 stage as of today :)

Nightly builds are automatically built every night and aren't signed, but they are official in the sense that we do publish those.

If you're looking for a fully signed build, you can go there: https://download.videolan.org/videolan/testing/ it has all the RC built and signed

Are the nightly build 4.0.0 supposed to have everything that is in the 3.0.0 release ?
I am asking that because HDR10 seems to be working for me in 3.0.0 but not in 4.0.0 nightly windows build.

Yes. So far, 4.0.0 is very close to 3.0.0
