Windows .WTV Support now Native to VLC?

I just tried playing a Windows .WTV file in one of the latest versions of VLC and it seemed to work perfectly. I played the file through VLC on Linux Mint 18.2. I was very pleased to discover that this works now. Given that .WTV has always been a proprietary format, I am curious about how it was done? Was it reverse engineering or did Microsoft help in some small way. I know they have been open-sourcing a lot of their source code lately.
