Where is the libdvdcss in windows vlc media player?

Didn't know where to post this.

Where is the libdvdcss in windows vlc media player? I looked at the source file but didn't see libdvdcss in there anywhere?

Does VLC for windows use a different decoding method to play encrypted dvds in windows operating system?
