Is there non dvd/blu-ray decoder, compiled version of VLC? for U.S. licensing... for example that doesn't have libdvdcss...
Another solution is perhaps the decryption library could be removed without recompiling
Appreciate the program and thanks for all the hard work and support from developers and community.

What for? just remove those plugins you don't want.

according to mac thread 'Uninstalling libdvdcss?', OSX: remove libdvdcssand ' (Nov 2014, vlc 2)': it is available as a pkg and can be removed:

Windows -- not available
and looking in the vlc plugin folder, it's not available as a plugin in vlc 2.2.1 for windows... and appears to be hard coded in.
Thanks for trying to help, the gstreamer for ubuntu looked nice...

Sorry, but you don't understand.
Remove the libdvdread/libdvdnav plugins: they have libdvdss in it.

found them in the /plugins/access directory and it can still read iso's that aren't encrypted,
which is excellent!
haven't tried DVDs, this helps alot for U.S. users concerning complying with the law.
