syncing to an external SMPTE or MTC & MMC source

I need a plain simple app capable of playing video following an external clock/sync signal.

can I use MIDI time code and MIDI machine control? does VLS support this?

I really need exactly the same feature. Has anyone thought about building this into VLC? I see that VLC supports plugins. What sorts of things can be done with plugins. If VLC can't slave sync to a SMPTE/MTC master, than if nothing else it could output MTC over a midi port then other applications could slave to VLC.
