New to Forum, long time VLC user

most stuff I have been able to solve using a bit of google search but this is a bit different!

I do a bit of Amateur radio digital TV. sadly the nearest repeater is out of range.
I have an extra RCVR there and an IP TV box which I can change [web/page] or view [VLC view network stream] from home.
Also at the repeater site is a computer that can be remotly brought up and aired.
it [Ubuntu] boots [open on boot] a bit of promotion [MPEG-4 file] with VLC default player.

I would love to remotely control VLC instructing it to air a network stream from my end
most of the remote use seems smart phone centered [I have none, my son has an out of use older I phone, I think]
I would like to remote control it with a desk top program of possible, are there any such programs, Linux or windows?
