Need opensource guidance for custom project, job opportunity

Hi all,

we need a camera system that watches/records a patient. If the patient moves we would like


1. the monitor to display something custom like "the patient has moved"
2. an audible that annouces something custom like "the patient has moved"
3. the ability to open/close a dry contact that could do something like turn the room lights on when the patient has moved.
4. have the user interface start and stop motion detection - easily enabled so as to not fill up harddrive space
5. have an easy to use "user interface", in general
6. have water mark on the images
7. the ability to have the montitors audible be heard in another room or an announcement asking the patient to remain still (customizable?)
8. eventually be able to pull in a patient list so the patient being recorded could be tied to the patient (maybe an annotation on the monitor showing somethin that identifies this patient for the record).

We are not sure the best direction to go with this project. We have found a few dvr's and dvr circuit boards that will function the way we have described. But we cannot change the user interface coding to get the user interaction/display/customization we need. Then there is open source but we do not have experience with this option. And if we find someone to help with the programming does this person know how to pair this with the hardware? Any help advised - potential job/project opportunity as well.
