Which audio codec is this?

I have a problem finding the right codec for an audio stream.

With the software Flipnote Studio on Nintendo DSi you can create small but nice animations called Flipnotes. To create high quality videos from my Flipnotes, I tried to extract the audio stream directly from the Flipnote file for using it in a video application.

I found the right part in the file with the audio stream, but it does not look similar to any known audio codec for me:

The audio is highly compressed. This audio extract is about one or two seconds in length.
